In this Oakland homeless documentary we explore what is contributing to the current homeless situation in Oakland. Known for high rates of assault and theft, Oakland recently became known for a new kind of theft. Piracy of boats. The Oakland pirates garnered so much of our attention, it almost became an Oakland pirates documentary.
